Will Hezbollah Make a Cyber Attack on Israel?

Following an attack on Hezbollah personal devices in Lebanon, concerns are growing about the Islamic paramilitary group’s potential for retaliatory cyber capabilities against Israel, which is widely seen as the likely perpetrator despite remaining silent on the incident.

Hezbollah vows retaliation after blaming Israel Explosive pagers and other radio equipment exploded in Lebanon on Tuesday, September 17, killing nine people and injuring nearly 3,000.

The US State Department designated Hezbollah as a foreign terrorist organization in 1997.

The explosions sparked concern across the region, highlighting how vulnerable modern societies have become with increasing reliance on internet-connected devices. Details of the pager attack have yet to emerge, but reports suggest it was carried out by a front company that placed small, undetectable explosives inside the devices.

Hezbollah quickly responded with a massive rocket attack on northern Israel. However, the Iran-backed group is also believed to have cyber capabilities that could be used in retaliation. Hezbollah is considered one of Israel’s most formidable enemies, with its precision-guided missiles, well-trained troops and cyber capabilities it has built over two decades. Experts say Hezbollah and Iran are also involved in global drug trafficking and use these funds to finance the continued improvement of their cyber capabilities.

According to Israeli data, cyber incidents have increased significantly in the Middle East. National Cyber DirectorateCyber attacks have evolved from leaking data and impacting campaigns to causing disruption and damage.
They identified 800 “significant events” between the start of the war and the end of 2023.

During this time, efforts were made to reduce vulnerabilities in hospital systems and control centers in the energy and water sectors, as well as strengthen the resilience of approximately 160 local authorities and supply chain organizations.

In the first weeks of the war, Israel accused Iran and Hezbollah of attempting a cyberattack on a hospital in northern Israel. The attack was blocked without disrupting hospital operations, but the National Cyber Directorate confirmed that “sensitive information” was stolen from the hospital’s systems.

Neither side is immune to cyberattacks or operations like the pager attack in Lebanon, and both are racing to prevent attacks while targeting each other.
