SFPD releases body camera footage of police shooting at Powell Street station

The man carrying the gun was chased near Market Street before running onto Powell Street BART The arrival at the station eventually led to an officer-involved shooting in which the suspect was injured with “non-life-threatening injuries.”

Body camera footage shows the moment the man was shot by police and the moments leading up to the incident, including when the man was ordered to “drop the weapon” and when he attempted to restrain them with non-lethal devices.

San Francisco police announced in a virtual meeting on Monday that the suspect was 30-year-old Justin Matthew Alderman.

Police said Alderman was found sleeping inside a stolen white BMW by Tenderloin patrol officers at 10:18 a.m. on Sept. 13, with a gun clearly visible in the passenger seat.

Police officers positioned their patrol cars around the stolen BMW at the corner of Jessie and 6th streets. In the video, they can be heard telling the man over a loudspeaker to get out of the car.

As the police officer got out of the car from the passenger seat, he shouted, “Hands up! Hands up! He’s got a gun!”

As police officers entered and exited a liquor store on Jessie Street, the man slowly walked away from them.

Officers were heard yelling “Drop the gun” during the chase while they deployed non-lethal devices called BolaWraps and bean bag rounds. A BolaWrap is a device that deploys a strong rope to surround a suspect and prevent them from moving.

During the pursuit, Alderman is seen roaming the streets freely, disregarding orders.

Police said Alderman led officers to the underground Powell BART station, where officers continued to shout commands on the platform.

BART surveillance video shows the man walking through the BART station carrying a gun, with passersby taking cover. Police say they tried to remove the man’s non-lethal restraints from his leg.

“While this was happening, some bystanders were cornered and had to hide behind whatever they had,” said SFPD Acting Commander Mark Im.

The officers eventually fired multiple shots and the man was seen being shot and falling to the ground.

Immediately afterwards, police officers are seen surrounding the suspect and helping him up as he screams in pain, “My leg!”

Police said Alderman was taken to the hospital with non-life-threatening injuries and a loaded handgun was recovered from the scene.

5 unused cartridges and 1 empty cartridge were found in the gun in the suspect’s hand.

“Fortunately, neither the innocent passersby nor the officers involved were harmed,” said SFPD Acting Captain Daniel Manning.

The officers involved in the incident were identified as Colin Ryan, Phong Nguyen and Bartholomew Sullivan, who were patrol officers at the Tenderloin station.

An internal investigation has been launched into the incident and the case is being investigated by the San Francisco District Attorney’s Office.

SFPD has not released the nature of Alderman’s injuries, but she can be heard screaming from the injury to her leg in body camera footage.

Police said the suspect’s condition was “fair.”
