Hactl’s new TSCE helps simplify export cargo acceptance

Hong Kong Air Cargo Terminals (Hactl), Hong Kong’s largest independent freight carrier, has streamlined its cargo receiving operations with the opening of its new Terminal Services Centre (Export) (TSCE) with new digital processes and document processing capabilities.

“Hactl’s Terminal Services Centre has been providing Air Cargo Documentation (ACD) services to airline customers since 1998. By 2023, three-quarters of Hactl’s 100+ airline customers were now using the facility, processing an average of 2,000 air waybills per day, approximately 80% of which were traditionally paper documents. Hactl has completely revamped its Terminal Services Centre (Import) (TSCI) operations in 2022,” reads an official announcement.

Hactl’s new TSCE provides a more enjoyable work environment for employees and utilizes several innovative new features to enhance operational efficiency and customer experience:

*Agents can now make a Dangerous Goods Inspection Reservation via the COSAC-Mobile application instead of filling out a paper request when they arrive at the TSCE counter.

*TSCE personnel can now check ULD build progress at their workstations in real time using the real-time monitoring feature.

*The new TSC dashboard provides a comprehensive and instant overview of all export cargo documents processed, facilitating faster and more accurate decision making and providing key management data.

It was stated that the new TSCE also supports e-submission of export cargo documents, allowing shipping agents to submit export cargo documents online in advance, preventing last-minute rush and eliminating counter queues.

“A new document submission centre will enable visiting agents to place their documents in bags rather than handing them over to counter staff. The centre will then check the documents and store them using an automated archive and retrieval system. The centre will time-stamping and tracking the progress of documents through submission and acceptance or rejection (indicating any reason for rejection) and continuously recording progress to provide instant, real-time status information to agents, airlines and Hactl staff.”

The document management system will collect and organize data from all export cargo documents e-submissions to assist in consolidating documents and generating cargo manifests for each flight.

“The new TSCE provides numerous benefits for all parties,” said Wilson Kwong, Chief Executive Officer of Hactl. “For Hactl, it will reduce the space and human effort required for paper handling, reduce paper consumption, minimize opportunities for human error, and also facilitate earlier advance notification.

“The new TSCE will provide an accurate progress timeline and instant document acceptance results for shipping agents, while also reducing costs by eliminating the use of couriers.

“For our airline customers, the new TSCE will record and display document delivery and acceptance times, reduce the space required for document storage and facilitate earlier closing of flights and acceptance of later bookings.

“The new TSCE is a significant step towards our goal of paperless operations, a significant increase in our efficiency and quality of service, and a win for everyone.”

The statement said the new TSCE was inaugurated on September 25 and was attended by government officials, customers and local air cargo industry executives.
